ADR-003: Dual structure (basics + topics)

Context
The material serves two audiences: students learning DSP fundamentals, and practitioners/portfolio visitors interested in specific techniques. A single structure forces a compromise on tone and depth.
Decision
Split into two sections: - basics/: Sequential learning path (chapters build on each other). Pedagogical tone: build intuition, work through examples. - topics/: Standalone reference pages (read in any order). Research-flavored: honest about open questions and limitations.
Consequences
- Positive: Each section can use the tone appropriate to its audience without compromise.
- Positive: Topics can reference basics for prerequisites without repeating them.
- Negative: Some overlap between basics (e.g., filter design) and topics (e.g., biquad filters). Managed by cross-referencing rather than duplicating.
